I think there’s that thing called preparing the country for war, so that when war comes it isn’t a huge surprise to everyone. It’s an odd context to be doing it in, but it seems like the same procedure. He has to keep selling it until the time is ripe.

I agree, and he was selling it to those who were not sold on it yet. Most are already. The screechers who hate Trump and border security are much louder than their numbers warrant. And Trump did not seem emotionless to me, but dead freaking serious.
