The issue is whether the damage the enemy could receive makes it worth.

No question about that. But, that's not the point I was arguing. Even Iran and N. Korea, with nuclear weapons, should be taken seriously. But, again, those are not the kind of economies which can keep up with the U.S. in a weapons race or a military buildup.
