Since all House of Reps have to get re-elected every two years, there is no representative who wasn’t just re-elected or newly elected. So who are the members carried over who are “continuing in their terms”? Everyone just got elected or re-elected, unless they lost their re-election bid.

So Pelosi and all previously serving House Members have no more power or status than the newly elected Representatives. So when Pelosi says “Blah...blah...blah....”, in actuality a group of newly elected Representatives can shut her down.

Question: When the Speaker is elected, can both sides select a new Speaker....Republican and Dems go together and elect a Speaker?

Second Question: Can anyone serve as Speaker, meaning a non House Member or John Doe Citizen?

Yes Reps can vote for anyone.

Yes, but all have been members. Constitution doesn't require it.
