I think the reason is that Flynn need a guilty plea to get an overreaching pardon that protects him from Mueller.
I suspect the declass comes with the pardon.
First off, he was not Acting NSA, he was NSA designate-big difference. Obama expelled Russian personnel, the Russian NSA had to call the incoming administration to prevent it from becoming a major international incident, then the DoJ set out to criminalize the contacts. Likely Flynn didn’t talk about it because it was above the FBI’s pay grade.

While presiding over the Ted Stevens case Judge Sullivan initiated a criminal contempt investigation of the prosecution team. He has a history of not tolerating dirty prosecutors.
My take is simple:
It is irrelevant if Flynn dud something wrong. This whole thing was an engineered entrapment by a politicized IC under Obama, to oust Flynn and hurt Trump.
It would be thrown out if we had rule of law.
