Hitler's Germany, where if you expressed support for the regime or kept your mouth shut, you probably wouldn't be bothered. In Stalin's USSR, staying silent was no guarantee that you wouldn't one day disappear, and even those fanatically loyal to the regime could be arrested and shot or sent to the Gulag.

Although Jews would have been better off in the Soviet Union, they would have found plenty of repression there, and toward the end of his life, Stalin appeared to be preparing a Final Solution of his own.

But after reading "the Secret State" by Jan Karski I am convinced the Nazis were much worse. Poland survived decades under Soviet domination. They nearly perished under Nazi occupation - in fact the German plan was to exterminate the Jewish population which almost succeeded.
