The U.S. military has spent millions of dollars since 2007 building the site on the leeward side of the base for the Department of Homeland Security because the original infrastructure was taken over by the Detention Center Zone for war-on-terror prisoners.

Some 200 million dollars was moved around, from Homeland Security to ICE, according to one article. CNN was the source on that one.
Maybe that’s why Q used the word “Monitor”, when referring to the funding. It’s not exactly new money, but moving old or on-hand money.
