Brady always applies with or without an order. Sometimes defense asks court for an order but it is mostly for effect. In this case the judge on his own motion also issued a series of orders because he has some doubts whether the plea is legit and he wanted to read the police reports himself and decide if the deft really is guilty. And by issuing the orders he can punish the prosecution if he finds prosecutorial misconduct. Just like he did in the Stevens case.

Mueller had just filed a motion so maybe the second Brady order was a Judge Sullivan brushback of some kind. Impossible to know until all is said and done.
