I believe that was Nixon. I remember watching his address to the nation in 1973. Among other things he banned Xmas lights and dropped the speed limit down to 55 MPH.

Yes. Nixon was a RINO before the acronym:
EPA. China. 55. On and on.
Just proves that RINOs are still mostly hated by the left.
