I’ve read many times that OIG Horowitz can only investate matters in the DoJ including the FBI. He’s the IG of the DoJ. From what I am given to understand, he can (and did/is) investigate the FBI or DoJ handling of the CF/Hitlery’s emails investigations, but not going after crimes committed outside the DoJ.
