RR has said that the FISA he signed is very different from what people think, or words to that effect. It was, IIRC, in June or July 2017.

Maybe it was a “turn the tables” FISA? As Q said, FISAs can go both ways, or have been turned on the bad guys, or something similar. Others will know exactly I am sure.
