Did I accidentally fall into the Qanon thread? (Though I would like to know what Laura and Jeb were reacting to).
While all the speculation can be entertaining, I tend to think that since one of the notes came from a Secret Service agent, the one passed to W then Laura, then Jeb sees it and looks horrified, that it has to do with some sort of security threat. The President, the First Lady, several former Presidents and First Ladies, heads of state from around the world, all there in one place. Would be tempting for certain bad actors.

The Trump Family Train thread yesterday had an interesting graphic about this. Several stills in a montage with interesting captions showing people opening their envelopes. Laura Bush’s look was priceless.
Subpoenas... if only. But wouldn’t that be ironic and delicious to serve them at the funeral of a feckless ex president who voted for Hillary?
No matter what positive stuff he might’ve done in his life, the fact that he and his family voted for Hillary is unforgivable.
