Of course details are necessary, but only for tactics and strategy. Not for policy and philosophy, which are assessed on a general scale. The inclination and ability to focus on detail corresponds with particular personality traits. Ditto for focusing on the general scale, such as analyzing entire systems.
In other words, some are good at focusing on detail but not good at expanded thinking. Others are good at analyzing the big picture while focusing on detail does not come naturally to them. Some might be good at both. At this point, it could be you’re mostly in the detail-oriented category.
So the major point here is that on a general scale, the good works produced by intelligence agencies is overwhelmed by the problems they cause.
To achieve such you desire to go outside the system. Trump has shown his philosophy, yet it doesn't seem to be good enough for you as you persist in this self-satisfying continuation of the whining about it not going fast enough for you. Buck up buttercup, we engaged in a war now and your philosophizing about policy where you don't have a voice is irritating. At least shut your door.

Details of tactics and strategy come after policy. The President is satisfied with the policy status quo as we are going ahead with the plan. For Pete's sake text the White House so they are aware that their policy on Intel sucks and that they need to fix it because you think it must be done.

Both skills and perspectives are valuable. Often priceless. Sometimes more one than the other in particular contexts. And, it is often that those more skilled in one perspective decry the contributions or perspectives of those skilled in the opposite one.
I think that's usually a product of serious Attachment Disorder. Hotly denied, of course. LOL.
