In theory and practicality, they shouldn’t have been able to keep the Feds out of their voter data base.

HAVA created the Election Assistance Commission that funded the states to make the changes.
If the feds fund you, they have a right to review for compliance.

I haven’t seen much movement by DHS, though it looks like it’s ramping up.
some EO we saw in Oct said that they had 30 days and 45 days to report on the fraud in the past elections - (we figured Dec 5th was the first day..)
