The smoke behind them looks like a simple, small smoke bomb you can buy around the 4th of July. I doubt that it is tear gas. I don’t see any other tear gas in the posing crowd.
Having smelled tear gas, the kids and mom would be coughing quite hard. It is really obnoxious stuff.
