Here's my guess. It's a number of a classified document, memo, or report, as in the above from Q drop #2501.

It would appear that (in this context), [CLAS 9] is a similar document or release or report to [CLAS 1-4] and that [CLAS 9] is in regards to foreign intel agencies/govts (5eyes) involvement in the coup attempt.
