The rest of the story:
TABLE 67 Emerging Pathogens Likely to Be Present in Biosolids

Public officials don’t want the general public to know that your food is being sprayed with treated sewage sludge with a high likelihood of contamination by e-coli pathogens, including E. coli 0157:H7.
Sewage sludge is big business. Take it away and liberal cities would incur massive costs for disposal. These and other factors are why the warning is so vague. IMHO.
Buy local organic. Albertson’s in our area sells locally-grown romaine, though it’s now out of season. Otherwise there are lots of organic options for lettuce, upon which the use of sewage sludge is banned.
Oops: Wrong tab URL, but the other is still pertinent to the topic I raise (biosolids).

Organic is most likely to use such products.
This covers all Romaine. Even the local greenhouse stuff.
All of it. Everywhere. No matter what. The only thing I can think if is that someone is not labeling it correctly
