There is a very important reason. We live in a society where people are free to disagree. In order to keep us from one another’s throats, we set some (generally) agreed upon rules of behavior to keep our interactions civil. Seems to me obliging a breastfeeding mom to drape when feeding her wee one in public is one of those accommodations. Baby gets fed, patrons can enjoy their meal. Ain’t civil society grand?
