I guess if they don’t bother PAINTING the bridge, you have a point. Where I live, the first thing they salt are the road bridges (and yes, most are made out of metal).

Salt dissolved in water seems to get everywhere. Paint never seems to be a 100% seal and once yu get a few rust blisters........

Look at all the painting swabbies do to their ships and they are still rusty all the time.
