Maybe he should have said, "If you buy a bottle of malt liquor you have voter ID."
He simply needs to slow down and THINK about what he’s writing or saying. He could have left out the word “voter” and it still wouldn’t have made sense but many on here will still excuse his carelessness. I wouldn’t want to believe that those same people wouldn’t take care in how they use words in their daily lives - could make or break some agreements or contracts.
