So the voter rolls get stripped, and then people show up to vote and their names are no longer on the rolls, and they use a provisional ballot and vote

What is the point of allowing this?

Because there was no reason to have stripped them from the rolls. They were citizens, they were not informed their registration was cancelled, the first they hear of it is when they show up to vote. That’s why.
