While it has been a number of years since I worked as a judge inside a precinct, here is how provisional voting is supposed to work under my state’s laws.
Voter shows up on election day. It is determined that voter is not listed in the precinct. After it is determined that voter does not belong in that precinct, voter can ask to vote provisionally. This includes filling out a ballot, put in a sealed envelope, name, address, signed. These ballots go to election headquarters where they are supposed to be verified (name, address, etc) as a properly registered voter on the county rolls. That is the legitimate way.
However, there is a way to systematically stuff the ballot box with provisional ballots. Since I am out of time to explain how that could happen, I’ll check back later to see if someone explains this, or if anyone shows an interest. Suffice it to say, for such a scheme to work, it would require a well organized conspiracy to commit voter fraud.
