POSIWID -- the Purpose Of a System Is What It Does. Not what anybody says it does or is supposed to do. What it does.

The purpose of the pre-Trump wall was clearly to let people in. The purpose of Trump's wall is to keep people out.

Excellent question. Been wondering the same thing. I’m sure it was political. Seems like lack of common sense to me.
