We are talking about Third World castoff people with less overall intellect than a typical 1950s kindergarten student.
The idea of having someone from Big Government take care of them is very attractive to them.

Excuse me, I was a typical 1950s kindergarten student and I am sure I was much smarter than Third World castoff people are now. At least I had the impetus and desire to educate and broaden myself long before I reached the majority.
