Of course you can download the ISO, but you still need a valid installation key. It is interesting that the cheap eBay installation keys work. I wonder where they come from.
I stopped buying software on eBay a long time ago after twice paying for what I thought were licensed versions of programs, that were actually fraudulent. I complained to eBay, and the vendor was back in business under another name in a few days selling the same illegal software at the same prices.
You are right about Win 7 being incompatible with the latest Intel processors.
Win 7 is also not fully supported in the latest AMD processors, though there are work-arounds:
