This electronic surveillance can track cellphones entering and leaving polling places. That gives you data on the participation in the election.
P_A_I_N = PARTICIPATION
With the participation data and the number of ballots cast in each polling place, you can do statistical analyses and compre polling stations. Election fuckery is usually done only in polling stations where the opposition is known to be strong.
Standard deviation is a key measurement that is looked at to decide whether the data are normal or ABNORMAL.”

To all: This is further analysis of the standard deviation concept. Standard deviation is one of the most basic statistics that exist. It’s a measure of the dispersion of the results. It is just as basic as the mean, or average, in that it works with the average. The average tells you where the center of your datais, and standard deviation tells you how closely the data are clustered to the average. As stated before, one standard deviation is about one third of the data to the left and one third of the data to the right. Two standard deviations covers about 95% of the data. Thus, anything outside of two standard deviations can be considered extremely rare.
