DH was firefighter for six years (he took some time off, may be back on it) and we hear dispatch radio 24/7. Staging (as you of course know from your background) is getting ready in place for action.

Firefighters only stage when, for instance, a strike team is getting set to go down to CA for wildfires (as an example), or more commonly, when responding to assault, they stage until LE gets on scene.

So...maybe the stage mentioned means setting up, getting geared up and ready for action.
