Was he waiting for another anniversary gathering? Maybe he was obtaining pics of “unusual angles and places where people didn’t normally take photographs,” such as from high ground, images from elevated positions, up in a building etc. Maybe he was getting images of the entrance, security bollards etc, to insure a a vehicle could get around obstacles etc. Are there any other large events scheduled in the future? Just thinking out loud.
