Back in the 70’s they had a huge effort to infiltrate covert operative members into a wide swath of bureaucracies. It started with the IRS but included stuff like DOJ, Coast Guard, SS admin. They were looking to get tax exempt status and also harness the government to harass and destroy opponents and ex members.

As effective as they were it would not surprise me if they were either co-opted, merged into or used by the cabal.

According to Q, SNOW WHITE has 2 current meanings:
1) A group of 7 CIA supercomputers which were apparently taken out of anti-Q action; and,
2) The name of the operation which, presumably, accomplished this.
In early Q drops the signatures were the names of operations, such as:
