Captain Kirk was not always right. In the case of Tribbles, I believe he was absolutely wrong. He needed to assign Spock and McCoy to developing an excellent birth control remedy to keep the pet population under control. And given them free to all redshirts to keep their blood pressure down.
Yeah, that kind of blasphemy will go nowhere. The only time Kirk could have been construed as incorrect was the incident with the Gorn. His introspective capabilities were lauded by the Metrons, but his first instinct to destroy the Gorn was correct despite the Metronian interference. The Tribble decision was a cakewalk.
