The FBI was using the Winter Hill Gang (Bulger) as informants against The Mafia in Boston. They literally let him get away with murder. Mueller at one time was stationed in Boston and did nothing about it.

I was not sure if I remembered correctly and do think most of these bad mofos are interconnected.
He wasn’t the only one who let Bulger and company run wild, there were several station chiefs who did.
Worst than that, he was US Attorney at the time, let Bulger run rampant and deliberatly imprisoned several other men who were unrelated to the murders, one died in prison.
He also was FBI in Boston when Russia warned them about the terrorists later known as the Marathon Bombers who killed and maimed several people with a pressure cooker bomb. Mueller did nothing to prevent it.
