How is that a crime and how is that “disorderly conduct”?
My recollection is that Wisconsin added an explicit right to keep and bear arms to its state constitution in 1998. More recently than that the Wisconsin Supreme Court had to rule that simply bearing arms was not "disorderly conduct". Law enforcement agencies had been arresting people for simply exercising their rights.
So, the answer to your question is that bearing arms is "disorderly conduct" for as long as lower courts will enforce that infringement and the Supreme Court fails to clarify that it is not.
