Seeding clouds is one thing. Controlling the direction of a hurricane is simply impossible. I minored in meteorology in college. There are ways to do so. None of which we can control.
Just noting that the DS has ADMITTED to working the weather angle, almost 50 years ago. My guess is they did not drop the quest, just like I don’t think they drop investigating mind control after admitting to MK-Ultra in 1975 or their interest in LIFELOG type media after 2004.

There is evidence to the contrary. It does involve massive heat differences strategically placed with respect to the hurricane.
And highly classified weaponized weather technologies are highly UNlikely to be anywhere near being taught at any college or university.
