The real surprise was the Democrat Party loss of control of the House. By the early 1990s, the presumption was that the Dems had an institutional lock on the House. They had held a majority for forty years, since the 1954 election. Before that, the GOP had only had a majority for four years since 1932.
When the GOP won 256 seats, a gain of 54, and the majority. D.C. and the establishment were in utter shock. Nobody thought Newt Gingrich of all people, with his "silly" Contract with America, could pull that off.
