Well duh, the problems right here.....

When people move to a new address or are no longer with us for any another reason, they may not tell the county Registrar that they’ve departed. “About 21 percent of all of California’s voter registrations, or more than one in five, are designated as inactive,” the lawsuit says, the highest rate of inactive registrations of any state in the country.

When someone dies they forget to let the board of election know! How inconsiderate of them.

These “inactive” but registered voters are probably among the “voters” in all -Dem officiated precincts whose totals come in late. In some neighborhoods, Republicans fear spending the day as an election judge so Dems act on their behalf. After the polls close, what is to stop poll judges from voting for the inactives who did not show up? IMHO this is where’s large amount of voter fraud happens.
