Statement release 10.9.18 [p_AUTHORITY1] General Statement:

I know. That is a little puzzling, isn't it?

It starts like that and then goes straight into Q talk. So what is the "statement" being released? Does [p Authority1] stand for "Presidential Authority One"?

I also thought of "Statement. page 1" with "authority" on the side for no reason?

Is the following Q talk the "statement" from the President? Or is there another, separate statement Q is referring to.

I like the "Presidential Authority One" interpretation best for this. But not 188%.
