It seems to me that the one of the many purposes of the Q team is providing prompting queues that crowd-source the internet for it's collective human insight and then rewarding ideas that lead in right direction with more queues.
It's a vicious Q-Cycle

No one person could ever look at all there is to be examined and make an informed evaluation of the data he manages to absorb but 1000 motivated autists can quickly chase down all the rabbits and post the pertinent information for the others to look at. That is the value of the Q army in the Third World War... the war for the minds of humankind.
