Judges should enforce fines at least commensurate with the property damage involved, trebled. The proceeds should be split between the individual student whose property was vandalized and an appropriate organization -- say, the national Right to Life group. IOW, make the vandals directly pay the organization they hate enough to criminally assault.

If a judge wanted to be a little creative, he might also require the student to wear a sandwich board around campus for a week, saying "I'm a fascist who destroys other people's property to make my political point."

Judges cannot enact fines in excess of statute.

Civil litigation can assess punitive damages. I hope he sues.
