Make it like turning in a tax evader - the reward is a percentage of what is recovered.

So if you turn in an illegal that is receiving government assistance you get a percentage of what the government would have paid to the illegal over the next year.

Of course if the government would enforce the law and fine employers of illegals and to end all welfare assistance to anyone not a citizen it could encourage some to return home.
