IMHO he's throwing an offset to farmers and farm communities to keep them from bailing on the election.
Sometimes you have to bend.
In this case I believe the President is making a concession with his eye on the big issue which is not letting democrats take the house or senate in November.
Problem is, once the 15% policy is out there's no going back.
Same as when the original 10% was set - another GW Bush Boondoggle.
I don't like the ethanol policy at all but it is still better than seeing democrats sweep the November election.
Hopefully it helps accomplish that.
I agree. He's also pressing hard for Build The Wall.
I'll take the ethanol - border wall trade off.
