Yes and No. The difference is FN Model 1900 uses direct blowback (spring delayed), and this uses gas delayed blowback.

It’s black so that makes it a Scary Assault Rifle Weapon of Mass Destruction Pistol. According to the people who’ve been making up our laws lately.
