Q is saying that the CIA picked Dr. Two-Front-Doors a long time ago for her early-childhood victimhood (possibly under CIA control) and groomed her via repeated sessions of hypnosis for possible use AS A WEAPON at a later date.

Q is also suggesting the CIA aided her in education and career—which would help to explain her levels of accomplishment given her apparent incompetence and dissociative personality.

Funny how the 3D printed gun guy got taken out with a sexual allegation, too.  This does not bode well for the future.
