I think RR asked for the delay, too. This is an ideal way to get in a bunch of investigation time and also, MOST IMPORTANTLY, to get into evidence stuff they already know. I think RR is a WH (didn’t before this) and I think that this was a golden opportunity they couldn’t pass up to make the dirt come to light. Once Declas happens, then RR has made his peace and can go quietly. This is Jedi Grand Master stuff.
