That rogue element has been around at least since the fifties, and probably back to Operation Paperclip at the end of WWII. Some of those butts will be brittle.
I fear it may be worse than just rogue elements. Not that I know, it’s just that - we have no idea. It could be a large cadre of current and retired spooks from all over the world operating independently of the governments, completely out of the news, with their own military assets and companies (or brigades) of troops at their disposal. It’s a big country.
