Perhaps, but the bullets have to pass through the latest version of the Russian S-400 command systems to reach the jammer. Which means that what ever bullet you use cannot be guided as all those systems are jammed
You are correct, one does not need air assets for SEAD, artillery or an artillery raid could be effective.

From where would this putative artillery or an artillery raid be launched from? Tartus is a long way from Israel, Lebanon or Turkey ...
