It was a compliment BUT not even the woman who it was written about understood it and took it the wrong way

Her reaction was probably based on the way the speaker said it and in what context. A very nice complement can feel insulting or like sarcasm when the words are too formal or effusive for the setting.
I’m not sure that’s actually a grammatically correct sentence in Latin. Maybe somebody else can say for sure.
