Because they’ve agreed to the rule. That means they have cover. That means there will be a floor vote regardless.

Pols know that history is being written real-time. The historical passage that would say “the Republicans disallowed an additional FBI inquiry into the allegations” is a disastrous record.
To compensate for the historical record, the Republicans call for and POTUS authorizes a one-week FBI check into the current allegations. The history notes the Republicans arranged for the FBI to probe the current credible allegations only. The historical note will end by saying the FBI found no evidence to corroborate the allegations. End of story.
If the Democrats try to interject a further note into the historical record that new allegations arose, the historian may write that Congress rejected such moves as partisan chicanery.
The Dems may screech their protests, but the Repubs will have their cover. They gave the Dems what they wanted, so they can proceed to vote.
It’s over.
Those three have never been "yes" votes and have looked for any excuse to be able to vote no. They are still hoping they have cover to vote no at the final tally.
