Thank you for staying on top of this with updates. Maybe they are just tightening up the optics while delaying. Before, it could be said “she refused to testify” (unless her demands were met). Now, it can be said “she agreed to testify” (if her demands are met). No real change other than optics.
Along the same lines, maybe they want to optically “restart” the time line. Note she wants to “begin negotiating the terms” as if the clock starts today (forget the fact that it’s been running and they’ve been trying to negotiate). Grassley had already noted that many concessions had been made already, so this is “NEW! IMPROVED!” and meant to wipe the slate and start over.
