My sense is that POTUS TRUMP is intimately involved with the Q-team--clearly. And, that he likely occasionally authors a Q-Drop. I don't think he has the time to manage more than that and is a good enough manager to trust the 4-5 military intel folks and 3 civilians who comprise the Q-Team to do their splendid job without his micro-managing it.
