That type of bird is a male Bluethroat.
Male Bluethroats from Alaska to northern Europe have red centers to the blue throat. Those in central and southern Europe have white throat centers or entirely blue throats.

The male Bluethroat is quite striking with its blue and red throat and its flashing reddish tail. However, it normally is very secretive and hard to see as it skulks through thick vegetation. It is easy to see only while it is singing or performing flight displays

Do we have any secretive male suspects in central or Southern Europe? That would include the UK, Poland, Germany, France, and Slovakia.

Re: when does a bird sing?

For a bird, singing can be draining. It is both energetically expensive and alerts predators. So then why do birds sing? Evidence suggests that in part, it is to proclaim and defend their territories.

Studies have also shown that songs play a crucial role in attracting and impressing potential mates and may signal the overall health of the singer. As in humans, singing in birds is often a chance to show off. Males are the singers.

Many species sing more intensely at dawn than they do at any other time of the day? Many of the songs heard at dawn are thought to function as warnings given by male birds in defense of their territory and mate. While the dawn chorus is a common phenomenon wherever birds live, little is known about why birds concentrate their efforts during these early hours.

So, to sum up, I believe we have a Central European male “singing” to protect his territory. Singing now, because we’ve reached the dawning of the Light.
