So the OTHER man, the one who called in the complaint to the police, had never seen another man’s penis before, and was “shocked” to see his neighbor’s? Did the peeing man miss the flower beds and hit the sidewalk or someone? Did the complainant ask his peeing neighbor “hey what’s up man” and wait for an answer (like I can’t hold it anymore and my mom won’t give up the bathroom).

I agree that wanton “public urination” can, in extreme cases be a public nuiciance worhty of legal sanction. The majority of time it is a victimless crime pursued when necessity dictates.

In the early 1980s, I was at a Summer house on Cape Cod. A couple of guys showed up in the early AM, driving up from NYC.

They had stopped at a closed rest stop to drained their pipes.

Cops stopped by, and threaten them with indecent exposure at 2AM or so in a deserted rest stop.

A few years later, there were stories of rest stops being blocked off, and the reason turned out to be that the stops were being used for gay sex liaisons, and normal people were complaining, particularly when they had their kids with them, about the open and overt sex acts in the rest stops.

Some MA state judge ordered the rest stops to be unblocked.
